Enable the screen saver and set which one you want to run, that will override anything the individual users may have set with whatever you set in GPO. Or just put the ones you WANT to lock in a Security Group and use Item-Level-Targeting to only target those specific users in that group. How are you configuring this policy - because that will determine whether or not you can even use Item-Level Targeting.
